ZBA Chairman Frank DiCicco and his Board of violated City Law on June 5, 2019 at or around 5:45pm at a Zoning Hearing which they were legally prohibited from taking any action on that date.The matter was a zoning variance request to build accessory parking (residential garage with curb cut) at 2060 E York Street -- a block where there are no residential garages and where parking has become very difficult. The property did not have the required Zoning Notice posted on for most of the required 21 days prior to the hearing date. I presented multiple photographs proving this, and the applicant admitted they were not in compliance.When I addressed Chairman DiCicco and cited § 14-303(13)(c)(.3) (Time of Posting) which says the Zoning Board shall delay action on the matter and require reposting of the sign notices, he dismissed that saying, he didnt want to waste everybodys time and that Its just a technicality.When I objected and stated, Its the law, ZBA Chairman Frank DiCicco acknowledged that fact and then proceeded to violate that law. His board of sycophants then all took action on the matter and violated the law.ZBA Chairman Frank DiCicco knows and is friendly with the applicants attorney Leo M. Mulvihill, Jr. and has done favors for him. It was discouraging to see such illegal behavior and corruption take place on the record at a public ZBA hearing. The City of Philadelphia has a serious corruption problem with its Zoning Board of Adjustment.

Thanks for turning Queen Village into a complete nightmare for parking. This is a reverse commuter city, yet theres increasingly less of a place to park. Either bring actual jobs inside the city or increase parking.
